Abstract:

Implementing the policy of the Party and the State on mobilizing all resources for socio-economic development, the management of water resources in the new era requires huge resources. According to the General Statistics Office, the added value of the entire industry in 2020 is estimated to increase by 3.36% compared to 2019, of which the water supply industry, waste and wastewater treatment and management activities increase by 5.51%. This shows that the capital demand of the water sector is very large. Based on international experience and practice in Vietnam, the research team on smart governance and water resource development has identified 5 key contents of economic and socialization that are proposed to be added to the culture. Legal documents on water resources include: Firstly, regulations on transparent information corridors, open databases for accessible to all investors and citizens. Secondly, there are sanctions to encourage long-term investment in the water sector, linked along the value chain Third, the mechanism for selecting investors is open and equal. Fourth, encourage the development of enterprises investing in smart water management in the direction of centralization and inter-provincial water supply. Fifth, put smart water resource management into operation on the basis of models of integrated water resources management by river basin; promote an independent and regular inspection and control mechanism to ensure all water supply and drainage enterprises operate equally and comply with the law.
