Abstract:
Financial management at public universities in general, and at Hanoi University of Mining and Geology in particular, is a critical aspect of university administration, Proper financial management helps ensure effective use of resources, cost reduction, and increased efficiency, there by supporting the institution's sustainable development, In practice, during the implementation process, financial management at Hanoi University of Mining and Geology has encountered certain difficulties and challenges, This paper aims to analyze and evaluate the current situation of financial management at Hanoi University of Mining and Geology from various perspectives: revenue management, cost control, and budgeting, Based on this analysis, the paper proposes several solutions to enhance the financial management of the university.
1. Nghị định số 16/2015/NĐ-CP ngày14/02/2015 quy định cơ chế tự chủ của đơn vị sự nghiệp công lập.
2. Nghị định số 86/2015/NĐ-CP ngày 2/10/2015 quy định về cơ chế thu, quản lý học phí đối với cơ sở giáo dục thuộc hệ thống giáo dục quốc dân và chính sách miễn, giảm học phí, hỗ trợ chi phí học tập từ năm học 2015÷2016 đến năm học 2020÷2021.
3. Nghị định số 60/2021/NĐ-CP ngày21/6/2021 của Chính phủ quy định cơ chế tự chủ tài chính của đơn vị sự nghiệp công lập.
4. Nghị định số 81/2021/NĐ-CP ngày 27/8/2021 của Chính phủ quy định về cơ chế thu, quản lý học phí,đối với cơ sở giáo dục thuộc hệ thống giáo dục quốc dân và chính sách miễn, giảm học phí, hỗ trợ chi phí học tập; giá dịch vụ trong lĩnh vực giáo dục, đào tạo.
